MCP toolgenerate_and_publish_banner
Generates an ASCII banner server-side and publishes it to the public gallery. Only server-rendered output is stored — no arbitrary ASCII injection. Double rate limit per IP: 10 publishes / 10 minutes and 10 publishes / 7 days. Profanity filter applies.
